The Single Health System’s challenge is to attempt the user’s needs, in which listen to the opinion of whom receives the assistance is a very important element in the evaluation of health services. Therefore, the main goal of this study was to reveal the user’s perception on user embracement and other devices that orient the integral attention in Oral Health in the Health Unities of Araçás and Ibes - Vila Velha, ES. Through semi-structured interviews and contempt analyses, it was demonstrated a long period of waiting for an appointment, the timing difficulties for whom works, difficulty to whom needs home care, besides the difficulties for accessing the specialized appointments. In conclusion, even though the users are in general satisfied with the attendance, there isn’t a knowledge of their rights, there isn’t a clear understanding of what is user embracement and the service is still mixed up with philanthropy.
