This article evaluated the performance of two general hospitals that joined the Program of Restructuring and Contractualization of SUS Philanthropic Hospitals between 2010 and 2016. For information collection, the database of the Municipal Health Department of the municipality where they rendered services was analyzed. The object of analysis was the qualitative and quantitative targets detailed in the Budget Schedule of the Operational Plan of the agreement, which should be met by the hospitals. The results showed that the quantitative targets were reached in all four-month periods analyzed, and the qualitative goals were not reached in just three four-month periods of the seven years analyzed. It has proved to be a promising model for the allocation of resources to purchase services, despite weaknesses in meeting quality goals, monitoring and review of these goals.Downloads
